法律分析：第一次申办残疾人证的申请人和换领残疾人证的申请人 残联对于残疾特征明显 依照残疾标准 易于认定残疾类别 等级者 可直接填写评定表 并在评定表中明确记录残疾特征和直观评价 但必须经过包括理事长在内的3人联合评定 签字 其他难以直接认定残疾类别 等级者 必须经残联指定的医院或专门医疗机构评定 由残联指定的医院或专门医疗机构填写评定表 要有明确的残疾评定结果。目前，我国残疾类别共分为七类:视力残疾、听力残疾、言语残疾、肢体残疾、智力残疾、精神残疾及多重残疾。办理残疾证需要具备以下条件：1、公民满足残疾认定标准。已康复脱残达不到残疾标准的不能办理该证。2、具有相关的医院认定。3、第一次申办残疾人证的申请人(或法定监护人)和第一代残疾人证换领第二代残疾人证的申请人(或法定监护人)，均需持申请人身份证、户口本和二寸免冠照片六张向户口所在地县级残联提出办证申请。县级残联接到办证申请人提交的相关手续后，由办证人员对申请人、照片、身份证、户口本块进行核对(通过数据库管理软件提取公安部居民身份证信息)。

第二条 中华人民共和国残疾人证是认定残疾人及其残疾类别、残疾等级的合法凭证，是残疾人依法享有国家和地方政府优惠政策的重要依据。残疾评定标准为中华人民共和国国家标准。
第三条 残疾人证坚持申领自愿、属地管理原则。凡符合残疾标准的视力、听力、言语、肢体、智力、精神及多重残疾人均可申领残疾人证。
