法律分析：
网上投注彩票是要有相关的牌照和许可的，在没有许可的情况下网络卖彩票情节严重的会坐牢，其违法行为可以处五年以下有期徒刑或者拘役，并处或者单处违法所得一倍以上五倍以下罚金。
法律依据：
《最高人民法院、最高人民检察院关于办理赌博刑事案件具体应用法律若干问题的解释》 第六条 未经国家批准擅自发行、销售彩票，构成犯罪的，依照刑法第二百二十五条第(四)项的规定，以非法经营罪定罪处罚。
