释义	法律分析：企业在破产前，首先要安排好企业职工。同时破产企业所在地的市、区、县政府也应采取相应的再就业培训、介绍、劳务输出等多种措施，帮助企业妥善安排职工的再就业后续工作，保障职工的基本生活需要。对自谋职业的破产企业员工，政府可根据当地实际情况，发放一次性的安置费，该费用按破产企业所在城市上年度企业职工的平均工资收入的3倍支付。法律依据：《劳动合同法》第44条“用人单位被依法宣告破产的，劳动合同终止。”依据前述规定，人民法院就破产企业破产案做出宣告破产裁定之日，企业与职工劳动合同终止。
