释义	农村土地承包法。第六十二条本法实施前已经按照国家有关农村土地承包的规定承包，包括承包期限长于本法规定的，本法实施后继续有效，不得重新承包土地。未向承包方颁发土地承包经营权证或者林权证等证书的，应当补发证书。也就是说本法之前没有法律来规范土地承包，但农村土地承包法是承包法的母法，可以适用，其它的就是一些国家政策。法律依据《农村土地承包法》第六十二条规定
