释义	政治方式解决。又可分为两种方式：一是调停和斡旋，具有劝告性质，对当事人没有拘束力。二是寻求外交手段保护，指由投资者本国政府出面，通过外交途径，对在国外的本国国民行使外交保护权。但是，国际间的私人投资关系并不是国家之间的关系，除非东道国违反国际法原则，对外国投资者有歧视待遇、拒绝司法救济或违反条约义务，一般情况下国家不负国际责任，投资者本国无权行使外交保护权。在国际关系中，行使外交保护权，往往会导致不正当的外交干预，成为西方经济大国对弱国的威胁手段，因此为广大发展中国家所反对。
