如货主拖欠运费，是可以行使留置权将货物扣押的，如2个月内货主仍然未支付运费，可以自行对货物进行处置用来抵扣运费，多出来的货款返还给货主。也可以向法院作起诉处理。

(三)有具体的诉讼请求和事实、理由;
(四)属于人民法院受理民事诉讼的范围和受诉人民法院管辖。
