释义	转为非农业户口之后也是可以确权的。文件规定：现阶段，不得以退出土地承包经营权、宅基地使用权、集体收益分配权作为农民进城落户的条件。对全家迁入设区市以上转为城市户口，宅基地已经交回或收回的，本次不予确权登记。没有交回或收回的，尊重其本人意愿，愿意交回的不予确权登记，不愿意交回的应予确权登记。法律依据：《中华人民共和国农村土地承包法》第二十六条承包期内，承包方全家迁入设区的市，转为非农业户口的，应当将承包的耕地和草地交回发包方。承包方不交回的，发包方可以收回承包的耕地和草地。
