释义	法律分析：按照国务院常务会议决定，在全国分批取消企业银行账户许可。自4月30日起，取消上海市企业银行账户许可。中华人民共和国境内依法设立的企业法人、非法人企业、个体工商户（以下统称企业）在上海市银行开立、变更、撤销基本存款账户、临时存款账户，由核准制改为备案制，央行不再核发开户许可证。法律依据：《关于试点取消企业银行账户开户许可证核发的通知》第一条 2019年2月25日起，在全国范围内分批取消企业银行账户许可，2019年底前实现完全取消。
