法律分析：从外地回重庆需要核酸检测， 要求核酸检测工作对八类重点人群“应检尽检”，分别为：1、密切接触者；2、境外入境人员；3、发热门诊患者；4、新住院患者及陪护人员；5、医疗机构工作人员；6、口岸检疫和边防检查人员；7、监所工作人员；8、社会福利养老机构工作人员。其他人群“愿检尽检”。
法律依据：《大规模新冠病毒核酸检测实验室管理办法（试行）》
第十六条??各地决定开展大规模新冠病毒核酸检测后，应当根据交通条件、检测能力等，从通过审核的大规模检测实验室中遴选相关机构，签订委托协议，明确检测量、完成时限、检测费用等，并约定其他有关事项。
第十七条??接到检测任务后，大规模检测实验室应当立即激活应急管理体系，确保在短时间内人员到位、设备到位、物资到位，样本送达后即刻开展检测。
第十八条??大规模检测实验室应当按照有关规定，每批次检测时，随机进行弱阳性和阴性室内质控，并定期参加国家或省级组织的室间质评。
第十九条??鼓励大规模检测实验室在每个分区的核心工作区域安装摄像设备，安装位置能清楚记录检测的关键流程、关键部位和操作，实时录制加样、抽取、扩增和报告等关键环节全过程。影像资料至少保存一个月。
