释义	拓展基层事业单位人员的发展晋升空间，调动基层事业干部的工作积极性，其实质也是与公务员职务与职级并行制度初衷相似。但事业单位职员等级晋升，是在管理人员岗位等级设置和晋升制度不变的基础上，改造现有职员等级，设立非领导的管理岗职员等级。法律依据：《中华人民共和国公务员法》第四十五条公务员晋升领导职务，应当具备拟任职务所要求的政治素质、工作能力、文化程度和任职经历等方面的条件和资格。公务员领导职务应当逐级晋升。特别优秀的或者工作特殊需要的，可以按照规定破格或者越级晋升。
