释义	法律分析：磅差一般不超过当事人约定的范围。买方验收过磅数与卖方发货磅单有磅差，在±3‰以内按买方地磅数为准，超出±3‰的卖方有权要求以第三方公磅数为准，公磅费用由失误方承担。法律依据：《电力工业部关于印发的通知》第十一条第四款产品数量和计量单位，按法定计量标准执行，对交货数量的正负尾差、合理磅差、运输损耗，应按有关要求明确规定。
