释义	法律分析：如果军人一方同意离婚的，军人一方所在部队领导或政治机关应当进行调解。调解无效，并符合《民法典》规定的离婚条件的，由政治机关出具证明后，方可到法院提出离婚诉讼。军人一方不同意离婚的，政治机关不得出具证明，但经政治机关查实军人一方确有重大过错的除外。法律依据：《中华人民共和国民法典》第一千零七十八条婚姻登记机关查明双方确实是自愿离婚，并已经对子女抚养、财产以及债务处理等事项协商一致的，予以登记，发给离婚证。
