释义	法律分析：法律法规上都是按出生日计算的，称为周岁。民间不少地方习惯于按年计算称为虚岁。这样虚数和周岁最多会相差两岁，政府都是以周岁为准。法律依据：《中华人民共和国民法典》第十七条十八周岁以上的自然人为成年人。不满十八周岁的自然人为未成年人。第十八条成年人为完全民事行为能力人，可以独立实施民事法律行为。十六周岁以上的未成年人，以自己的劳动收入为主要生活来源的，视为完全民事行为能力人。
