分税制改革的主要内容

法律分析： 1、重整税收结构，取消一些不合理的税种（如产品税），代之以较符合市场化改革的税种，例如征收增值税和规范消费税。 2、重新划分中央税，地方税，中央地方共享税。使中央取得更大的财源。 3、为了保护个省市（特别是富有的省市）的既得利益，中央设计了一套税收返还制度。
