法律分析：电力设施占用耕地的补偿由市或区（县）国土管理部门会同电力主管等部门依法制订征用土地补偿方案，经公告并报批准后组织实施。对补偿标准有争议的，由市或区（县）人民政府协调；协调不成的，由批准征用土地的人民政府裁决。征地补偿争议不影响征用土地方案的实施。
法律依据：《中华人民共和国电力法》 第十六条 电力建设项目使用土地，应当依照有关法律、行政法规的规定办理；依法征用土地的，应当依法支付土地补偿费和安置补偿费，做好迁移居民的安置工作。
