法律分析：一、听力残疾标准分4个等级：
1、听力残疾一级标准为 ＞90(好耳) 言语识别率＜15%；
2、听力残疾二级71-90(好耳) 15%-30%；
3、听力残疾三级 61-70(好耳) 31%-60%；
4、听力残疾四级51-60(好耳) 61%-70%。
二、听力残疾是由于各种原因导致双耳听力丧失或听觉障碍，听不到或听不真周围环境的声音，从而难同一般人进行正常的语言交往活动。
三、听力残疾一级领取补助政策：困难残疾人生活补贴。低保家庭内的重度残疾人按照当地低保标准35%发放生活补贴;低保家庭内的非重度残疾人按照当地低保标准25%发放生活补贴，同时取消原低保内重度残疾人重残补贴金政策和最低生活保障制度中对残疾人的增发部分补贴。低保家庭外的无固定收入智力、肢体、精神、盲视力重度残疾人按照当地低保标准100%发放生活补贴。家庭人均收入在当地低保标准2倍以内一户多残、依老养残特殊困难残疾人按照不低于当地低保标准60%发放生活补贴，同时取消原低保外特殊困难残疾人生活救助金。重度残疾人护理补贴。城镇、农村分别按不低于120元/月·人、80元/月·人的标准发放。
法律依据：《中华人民共和国残疾人证管理办法》 第三条 残疾人证坚持申领自愿、属地管理原则。凡符合残疾标准的视力、听力、言语、肢体、智力、精神及多重残疾人均可申领残疾人证。
