释义	律师分析：所谓的成人非礼属于猥亵行为，猥亵罪是针对以强制方法猥亵他人的行为，会判刑。对于非强制性的猥亵他人行为不能视作犯罪，猥亵行为不构成犯罪时，可以治安处罚法予以处罚。【法律依据】：《中华人民共和国刑法》第二百三十七条强制猥亵、侮辱罪、猥亵儿童罪以暴力、胁迫或者其他方法强制猥亵他人或者侮辱妇女的，处五年以下有期徒刑或者拘役。聚众或者在公共场所当众犯前款罪的，或者有其他恶劣情节的，处五年以上有期徒刑。猥亵儿童的，前两款的规定从重处罚。
