释义	法律分析：会有一定的风险。因为营业执照是生产经营活动的凭证，不排除被他人利用进行违法活动。法律依据：《个体工商户登记管理办法》第二十一条对于以邮寄、传真、电子数据交换、电子邮件等方式提出申请并经登记机关受理的，登记机关应当自受理登记申请之日起15日内作出是否准予登记的决定。第二十二条登记机关作出准予登记决定的，应当发给申请人准予个体工商户登记通知书，并在10日内发给申请人个体工商户营业执照。不予登记的，应当发给申请人个体工商户登记驳回通知书。
