保安上班12小时不合法。根据法律规定，用人单位安排劳动者每天上班十二小时的，用人单位违法延长劳动者上班时间的，用人单位行为违法，劳动者可以向劳动行政部门投诉处理。国家实行劳动者每日工作时间不超过八小时、平均每周工作时间不超过四十四小时的工时制度。
