释义	法律分析: 船舶靠泊安全管理规定如下： 1、港口经营人从事减载靠泊和清舱移泊作业，应当按照所在地港口行政管理部门的要求提前报送有关情况； 2、对同一码头靠泊不超过核定允许进行减载靠泊或清舱移泊的最大船舶吨级范围内、符合靠泊限定条件的船舶，相关管理部门不得要求进行重复论证或核定。《中华人民共和国船舶安全监督规则》第二条本规则适用于对中国籍船舶和水上设施以及航行、停泊、作业于我国管辖水域的外国籍船舶实施的安全监督工作。本规则不适用于军事船舶、渔业船舶和体育运动船艇。
