法律依据：《广播电视节目制作经营管理规定》第四条 国家对设立广播电视节目制作经营机构或从事广播电视节目制作经营活动实行许可制度。设立广播电视节目制作经营机构或从事广播电视节目制作经营活动应当取得《广播电视节目制作经营许可证》。
