上海申请老年卡的步骤是什么? |

法律分析：一、申请。津贴以自愿申请为原则。符合申请条件的老年人，可提前一个月就近向街道（乡镇）社区事务受理服务中心提出享受津贴的申请，并申办上海市敬老卡。
二、受理。符合申请条件的，街道（乡镇）社区事务受理服务中心受理申请并向申请人送达《上海市敬老卡（老年综合津贴）受理告知书》。不符合申请条件的，向申请人说明理由。
三、审定。区县民政部门依照相关规定，统一审定户籍在本行政区域申请人的信息。
四、制发卡。制卡部门一般自申请之日起20个工作日内完成敬老卡制作并通知申请人至提出申请的街道（乡镇）社区事务受理服务中心领卡。
五、发放。区县民政部门通过各商业银行将津贴发放至申请人办理的敬老卡内。
法律依据：《中华人民共和国老年人权益保障法》
第一条 为了保障老年人合法权益，发展老龄事业，弘扬中华民族敬老、养老、助老的美德，根据宪法，制定本法。
第二条 本法所称老年人是指六十周岁以上的公民。
第三条 国家保障老年人依法享有的权益。
老年人有从国家和社会获得物质帮助的权利，有享受社会服务和社会优待的权利，有参与社会发展和共享发展成果的权利。
禁止歧视、侮辱、虐待或者遗弃老年人。
