法律分析：医保起付线是按照每次诊疗来计算的，即每次看病，医保起付线以内的金额都是不报销，需要自费的。门诊起付线，就是报销门诊医疗费用的门槛，想报销的话，首先要达到起付线标准，然后起付线以上的部分才能再按照比例报销，起付线以下的医疗费用由患者自己支付。通俗讲指从多少元起开始按比例报销，是医疗基金对患者进行补偿的补偿费计算起点。
法律依据：《中华人民共和国社会保险法》
第二十六条 职工基本医疗保险、新型农村合作医疗和城镇居民基本医疗保险的待遇标准按照国家规定执行。
第二十七条 参加职工基本医疗保险的个人，达到法定退休年龄时累计缴费达到国家规定年限的，退休后不再缴纳基本医疗保险费，按照国家规定享受基本医疗保险待遇；未达到国家规定年限的，可以缴费至国家规定年限。
第二十八条 符合基本医疗保险药品目录、诊疗项目、医疗服务设施标准以及急诊、抢救的医疗费用，按照国家规定从基本医疗保险基金中支付。
第二十九条 参保人员医疗费用中应当由基本医疗保险基金支付的部分，由社会保险经办机构与医疗机构、药品经营单位直接结算。
社会保险行政部门和卫生行政部门应当建立异地就医医疗费用结算制度，方便参保人员享受基本医疗保险待遇。
