一、农作物病虫害监测应该包括什么内容
农作物病虫害监测的内容包括农作物病虫害发生的种类、时间、范围、程度;影响农作物病虫害发生的田间气候等。
《农作物病虫害防治条例》第十四条
县级以上人民政府农业农村主管部门应当组织开展农作物病虫害监测。农作物病虫害监测包括下列内容：
(一)农作物病虫害发生的种类、时间、范围、程度;
(二)害虫主要天敌种类、分布与种群消长情况;
(三)影响农作物病虫害发生的田间气候;
(四)其他需要监测的内容。
农作物病虫害监测技术规范由省级以上人民政府农业农村主管部门制定。
农业生产经营者等有关单位和个人应当配合做好农作物病虫害监测。
第十五条县级以上地方人民政府农业农村主管部门应当按照国务院农业农村主管部门的规定及时向上级人民政府农业农村主管部门报告农作物病虫害监测信息。
任何单位和个人不得瞒报、谎报农作物病虫害监测信息，不得授意他人编造虚假信息，不得阻挠他人如实报告。
二、破坏耕地行为应受到什么处理
对破坏耕地行为的处罚有三种：
一是责令限期改正或者治理。即由做出处罚决定的土地行政主管部门璀违法者自行纠正其违法行为，并责令其在一定期限内对其违法行为所造成的后果采取措施进行治理，以减轻其违法行为所造成的后果。
二是罚款。对于破坏耕地的行为，可以并处罚款。罚款额为耕地开垦费的2倍以下。
三是刑事责任。如果破坏耕地的行为触犯《刑法》，构成破坏耕地罪，就要依法追究其刑事责任。
