释义	法律分析：如果只是向某个或某几个特定的人发恐吓短信，而且没有造成任何不良后果和伤害，那么就不算犯法，对这种行为也难以定罪。刑法惩罚的是行为，而不是犯意表示，所以这样的行为不能用犯罪来惩罚。法律依据：《中华人民共和国治安管理处罚法》第四十二条?写恐吓信或者以其他方法威胁他人人身安全的；多次发送淫秽、侮辱、恐吓或者其他信息，干扰他人正常生活的。处五日以下拘留或者五百元以下罚款；情节较重的，处五日以上十日以下拘留，可以并处五百元以下罚款。
