释义	法律分析：凡未取得规划许可证以及建设许可证的任何建筑，原则上，都是违法建筑；对于违法建筑，公民都可以举报；规划、城管等政府部门应当及时予以阻止，下达停工通知书；对于限期内不自行拆除的，应当及时组织力量予以强制拆除，相关费用由违法建筑人承担。法律依据：《中华人民共和国行政强制法》第四十四条对违法的建筑物、构筑物、设施等需要强制拆除的，应当由行政机关予以公告，限期当事人自行拆除。当事人在法定期限内不申请行政复议或者提起行政诉讼，又不拆除的，行政机关可以依法强制拆除。
