生育津贴被单位扣下，可以通过以下方式解决：

3、向劳动仲裁委提起仲裁；
4、对仲裁结果不服的，向法院提起诉讼。
二、生育津贴领取得条件有如下：
1、在职人员必须按规定参加社保，生育时累计缴纳生育保险满12个月以上
2、在符合国家规定设置妇产科的医疗机构分娩、流产、实施计划生育手术；
3、符合国家、省、市计划生育规定。
三、生育津贴领取的流程如下：
1、怀孕后，携带户口簿、结婚证、身份证等相关证件去单位社保经办人处提交，由经办人帮忙办理生育保险就医登记，确定产检和生小孩的医院；
2、同时办理好准生证；
3、生育时将就医登记表带到医院，方便社保局、医院核对后进行结算；
4、生完小孩之后，办理好相关证明，然后携带就医登记表、出院小结、结婚证、户口簿、身份证等相关证件，由单位经办人员到社保局申请生育津贴的申领。
总之，用人单位在女职工产假期间是需要支付生育津贴的，职工的生育津贴要是被单位扣下的话首先可以与用人单位协商沟通处理，要是协商无果的可以向劳动局提出调解的请求。
《女职工劳动保护特别规定》第八条规定，女职工产假期间的生育津贴，对已经参加生育保险的，按照用人单位上年度职工月平均工资的标准由生育保险基金支付；对未参加生育保险的，按照女职工产假前工资的标准由用人单位支付。
