押一付一没住满退押金吗

法律分析：可以。押金有担保的效力，类似于定金，定金分预约定金、履约定金和违约定金，如果没有签订合同的话是预约定金，定金担保是合同的签订，如果是违约定金的担保的是合同的履行，个人认为你的押金是预约定金，如合同因为你的原因导致不能签订，那么押金无权要回。
法律依据：《中华人民共和国民法典》第五百七十七条 违约责任当事人一方不履行合同义务或者履行合同义务不符合约定的，应当承担继续履行、采取补救措施或者赔偿损失等违约责任。
