法律分析：
人口老龄化是指总人口中因年轻人口数量减少、年长人口数量增加而导致的老年人口比例相应增长的动态过程。人口老龄化的具体标准是国际上通常把60岁以上的人口占总人口比例达到10％，或65岁以上人口占总人口的比重达到7％作为国家或地区是否进入老龄化社会的标准。
法律依据：
《中华人民共和国老年人权益保障法》
第一条 为了保障老年人合法权益，发展老龄事业，弘扬中华民族敬老、养老、助老的美德，根据宪法，制定本法。
第二条 本法所称老年人是指六十周岁以上的公民。
