拖欠工资与克扣工资的区别是什么 |

工资支付
就是工资的具体发放办法。包括如何计发在制度工作时间内职工完成一定的工作量后应获得的报酬，或者在特殊情况下的工资如何支付等问题。主要包括：工资支付项目、工资支付水平、工资支付形式、工资支付对象、工资支付时间以及特殊情况下的工资支付等。
拖欠工资的定义
指用人单位无正当理由超过规定付薪时间未支付劳动者工资。
克扣工资的定义
劳动者因本人原因给单位造成经济损失，用人单位依法要其赔偿，并需从工资中扣除赔偿费的，扣除的部分不得超过劳动者当月工资收入的20%，且扣除后的剩余工资不得低于最低工资标准。也就是说，这种扣减也是有一定限度的，一旦超过了最低工资标准这条底线，就属于“克扣工资”了。
克扣工资不包括以下情况
(1)国家法律、行政法规中有明确规定的;
(2)依法签订的劳动合同中明确规定的;
(3)已制订并且经过职工代表大会批准的用人单位内部规章制度中规定的;
(4)用人单位工资总额与经济效益相联系，经济效益下浮时就业者工资必须下浮的;
(5)就业者请事假减发的工资等。
拖欠工资不包括
(1)用人单位遇到非人力所能抗拒的自然灾害、战争等原因，无法按时支付工资;
(2)用人单位确因生产经营困难、资金周转受到影响，在征得本单位工会同意后，可暂时延期支付劳动者工资，延期时间的最长限制可由各省、自治区、直辖市劳动行政部门根据各地情况确定。除上述情况外，拖欠工资均属无故拖欠。
