法律分析：办理个体营业执照不收费了。根据根据《关于取消、停征和免征一批行政事业性收费的通知》(财税[2014]101号)的规定，国家暂停征收企业注册登记费和个体工商户注册登记费个体工商户在取得营业执照经营过程中，如果经营额达到国家税收征收标准的，是要向国家税务机构缴纳税收的。
法律依据：《关于取消、停征和免征一批行政事业性收费的通知》第二条 自2015年1月1日起，对小微企业（含个体工商户，下同）免征42项中央级设立的行政事业性收费。
