释义	根据《国徽法》的规定，国家机关和场所要悬挂国徽。法律依据：《国徽法》第四条规定下列机构应当悬挂国徽: (一)县级以上各级人民代表大会常务委员会; (二)县级以上各级人民政府; (三)中央军事委员会; (四)各级人民法院和专门人民法院; (五)各级人民检察院和专门人民检察院; (六)外交部; (七)国家驻外使馆、领馆和其他外交代表机构。乡、民族乡、镇的人民政府可以悬挂国徽，具体办法由省、自治区、直辖市的人民政府根据实际情况规定。国徽应当悬挂在机关正门上方正中处。
