释义	法律分析：不是。可以转去别的地方的学校上学，但是学籍不会跟着转移。学籍一般来说，都是在当事人的户口所在地办理的，一个学生只能拥有一个学籍，如果在别的地方上学，可以转学籍读，或者借读；并不是在就读的学校办理学籍。法律依据：《普通高等学校学生管理规定》第九条学校应当在报到时对新生入学资格进行初步审查，审查合格的办理入学手续，予以注册学籍；审查发现新生的录取通知、考生信息等证明材料，与本人实际情况不符，或者有其他违反国家招生考试规定情形的，取消入学资格。
