释义	不可以改签第二次。根据中国铁路客户服务中心官方回复：一张车票可以办理一次改签。车票改签后，旅客取消旅行的，可以按规定退票，但开车后改签的车票不能退票。对已改签车票暂不提供“变更到站”服务。法律依据《铁路旅客运输规程》第三十四条，旅客不能按票面指定的日期、车次乘车时，应当在票面指定的日期、车次开车前办理一次提前或推迟乘车签证手续，特殊情况经站长同意可在开车后2小时内办理。持动车组列车车票的旅客改乘当日其他动车组列车时不受开车后2小时内限制。团体旅客不应晚于开车前48小时。
