释义	法律分析：情节严重是犯法的，需要判刑，一般事件按民事案件处理。外围女也就是卖淫人员（身份证上不一定是女）。法律依据：《全国人民代表大会常务委员会关于严禁卖淫嫖娼的决定》第四条对卖淫、嫖娼的，可以由公安机关会同有关部门强制集中进行法律、道德教育和生产劳动，使之改掉恶习。期限为六个月至二年。具体办法由国务院规定。《治安管理处罚法》第六十六条卖淫、嫖娼的，处十日以上十五日以下拘留，可以并处五千元以下罚款；情节较轻的，处五日以下拘留或者五百元以下罚款。
