《教育部、财政部、民政部、人力资源社会保障部、国务院扶贫办、中国残联关于做好家庭经济困难学生认定工作的指导意见》 第六条 工作程序 家庭经济困难学生认定工作原则上每学年进行一次，每学期要按照家庭经济困难学生实际情况进行动态调整。工作程序一般应包括提前告知、个人申请、学校认定、结果公示、建档备案等环节。各地、各校可根据实际情况制定具体的实施程序。
（一）提前告知。学校要通过多种途径和方式，提前向学生或监护人告知家庭经济困难学生认定工作事项，并做好资助政策宣传工作。
（二）个人申请。学生本人或监护人自愿提出申请，如实填报综合反映学生家庭经济情况的认定申请表。认定申请表应根据《家庭经济困难学生认定申请表（样表）》，由省级相关部门、中央部属高校结合实际，自行制定。
（三）学校认定。学校根据学生或监护人提交的申请材料，综合考虑学生日常消费情况以及影响家庭经济状况的有关因素开展认定工作，按规定对家庭经济困难学生划分资助档次。 学校可采取家访、个别访谈、大数据分析、信函索证、量化评估、民主评议等方式提高家庭经济困难学生认定精准度。
（四）结果公示。学校要将家庭经济困难学生认定的名单及档次，在适当范围内、以适当方式予以公示。公示时，严禁涉及学生个人敏感信息及隐私。学校应建立家庭经济困难学生认定结果复核和动态调整机制，及时回应有关认定结果的异议。
（五）建档备案。经公示无异议后，学校汇总家庭经济困难学生名单，连同学生的申请材料统一建档，并按要求录入全国学生资助管理信息系统（技工院校按要求录入技工院校学生管理信息系统）。
