释义	“限制豁免主义”主张把国家行为依其性质或目的分为主权行为（亦称统治权行为、公法行为或非商业行为）和非主权行为（亦称管理权行为、私法行为或商业行为）；把国家财产分为用于政府事务的财产和用于商业目的的财产。对于国家的主权行为和用于政府事务的财产未给予豁免，对于国家的非主权行为和用于商业目的财产不给与豁免。 “绝对豁免主义”认为主权国家之间是独立的，平等的，平等者之间无管辖权，所以，国家的一切行为和财产无论其性质如何，均应享有豁免。
