释义	法律分析：私自更改电表是犯法的，会受到处罚。法律依据：《供电营业规则》第一百条私自迁移、更动和擅自操作供电企业的用电计量装置、电力负荷管理装置、供电设施以及约定由供电企业调度的用户受电设备者，属于居民用户的，应承担每次500元的违约使用电费；属于其他用户的，应承担每次5000元的违约使用电费。未经供电企业同意，擅自引入（供出）电源或将备用电源和其他电源私自并网的，除当即拆除接线外，应承担其引入（供出）或并网电源容量每千瓦（千伏安）500元的违约使用电费。
