法律分析:
对在海南无住房的非本省户籍居民家庭，在三亚中心主城区(东至凤凰路和红沙隧道、南至榆亚路和南边海路、西至三亚湾路、北至金鸡岭路，不含棚户区改造项目)范围内购买住房及在海棠湾、崖州湾沿海一线购买商品住宅的，需提供从购房申请之日前在海南连续缴纳1年及以上个人所得税纳税证明或社会保险缴纳证明。补交、补办个人所得税纳税证明或社会保险缴纳证明的不予认可。
对已签订购房合同或认购协议并已支付首付款，但还未实施网签的购房者，凭完税凭证、税务发票或首付款银行转账有效凭证(POS机购房签单、购房转账单)等有效证明材料，可继续办理网签备案手续和执行原有的差别化住房信贷政策;对已交定金但不符合购房条件的购房者，房地产开发企业要无条件退款。
法律依据:
《房屋登记办法》第八十六条 房屋所有权依法发生转移，申请房屋所有权转移登记的，应当提交下列材料：
(一)登记申请书;
(二)申请人的身份证明;
(三)房屋所有权证书;
(四)宅基地使用权证明或者集体所有建设用地使用权证明;
(五)证明房屋所有权发生转移的材料;
(六)其他必要材料。
申请村民住房所有权转移登记的，还应当提交农村集体经济组织同意转移的证明材料。
农村集体经济组织申请房屋所有权转移登记的，还应当提交经村民会议同意或者由村民会议授权经村民代表会议同意的证明材料。
