法律分析：
1、门诊报销
一般情况下，门诊是没有起付线的，只要是购买了医疗保险的就可以享受门诊报销待遇。一个医疗保险年度内，普通门诊不设起付线，至于医保统筹报销额度有多少，进入门诊统筹基金支付范围内的医疗费用按60%的比例报销，统筹基金年度个人最高支付限额为400元。
2、住院报销比例
住院医保统筹报销额度有多少是根据参保时间来决定的。也就是说我们缴纳保费的时间越长，报销比例就越高，参保居民连续缴费每满5年，医保基金住院报销比例提高5个百分点，累计不超过10个百分点。如果从2007年连续10年参保，那么在三级、二级、一级医院的住院报销比例分别达到70%、80%、90%。
3、二次报销比例
参保人在进行“二次报销”之后还有可能会进行“再次报销”在参保人一次住院所花费的费用中，属城镇居民基本医保统筹基金支付范围内的部分，在基本医保统筹基金按比例支付后，其个人负担超过8000元以上的部分，由大病保险资金对超过部分按55%的比例给予“二次报销”。
如果参保居民在一年度里多次住院，关于住院时产生的各种医疗费用，在得到基本医保及“二次报销”的保险金之后，个人年度累计负担的住院医疗费（含合规、合理的自费部分）超过2.5万元以上的部分，由大病保险资金对超过部分按55%的比例给予“再次报销”，大病保险资金年度个人最高支付限额为25万元。

《上海市职工基本医疗保险办法》 第三条 本办法所称的统筹基金最高支付限额，是指职工一年内在定点医疗机构就医所发生的医疗费用，按照本办法由统筹基金支付的最高金额。
