释义	法律客观：《中华人民共和国立法法》第二条法律、行政法规、地方性法规、自治条例和单行条例的制定、修改和废止，适用本法。国务院部门规章和地方政府规章的制定、修改和废止，依照本法的有关规定执行。《中华人民共和国立法法》第四十六条国务院、中央军事委员会、最高人民法院、最高人民检察院和全国人民代表大会各专门委员会以及省、自治区、直辖市的人民代表大会常务委员会可以向全国人民代表大会常务委员会提出法律解释要求。
