法律分析：
专利权终止后可以恢复。国知局在发出《终止通知书》时，会给专利权人一个合理期限(2个月)来提出恢复权利的申请。专利权人逾期不申请，专利权最终丧失;除非专利权人因不可抗力或其他正当理由逾期。专利权的终止是指专利权保护期限已满或由于某种原因专利权失效。
法律依据：
《中华人民共和国专利法》 第四十四条 有下列情形之一的，专利权在期限届满前终止：
(一)没有按照规定缴纳年费的;
(二)专利权人以书面声明放弃其专利权的。
专利权在期限届满前终止的，由国务院专利行政部门登记和公告。
