法律分析：企业退休人员按本人缴费年限（含视同缴费年限、不含折算工龄）每满1年（不满1年的计为1年）每月增加2元，缴费年限不满10年的按10年计算。再按本人基本养老金水平的1.2%增加基本养老金；机关事业单位退休人员按本人缴费年限（含视同缴费年限、不含折算工龄）每满1年（不满1年的计为1年）每月增加1.1元。缴费年限不满10年的按10年计算。再按本人基本养老金水平的1.2%增加基本养老金。 企业符合原劳动人事部劳人险〔1983〕3号文件规定条件的退休老工人，挂钩调整部分按机关事业单位办法调整。其中本人养老金水平含单位发放的比照机关同类人员执行的退休生活补贴。
法律依据：《山西省财政厅关于2021年调整退休人员基本养老金的通知》
（一）定额调整
调整范围内的退休人员每人每月增加51元。
（二）挂钩调整
（1）企业退休人员按本人缴费年限（含视同缴费年限、不含折算工龄）每满1年（不满1年的计为1年）每月增加2元，缴费年限不满10年的按10年计算。再按本人基本养老金水平的1.2%增加基本养老金。
（2）机关事业单位退休人员按本人缴费年限（含视同缴费年限、不含折算工龄）每满1年（不满1年的计为1年）每月增加1.1元。缴费年限不满10年的按10年计算。再按本人基本养老金水平的1.2%增加基本养老金。
企业符合原劳动人事部劳人险〔1983〕3号文件规定条件的退休老工人，挂钩调整部分按机关事业单位办法调整。其中本人养老金水平含单位发放的比照机关同类人员执行的退休生活补贴。
（三）倾斜调整
在定额调整、挂钩调整的基础上，对下列群体进行倾斜调整：
（1）2020年12月31日前年满70周岁不足75周岁的退休人员，每人每月再增加37元；2020年12月31日前年满75周岁不足80周岁的退休人员，每人每月再增加38元；2020年12月31日前年满80周岁及以上的退休人员，每人每月再增加39元。
（2）一类艰苦边远地区退休人员每人每月再增加10元。二类艰苦边远地区退休人员每人每月再增加15元。
（3）企业退休军转干部调整后月基本养老金低于3303元的补到3303元。
