问题	什么是存量债务置换
释义	存量债务置换指的是财政部在甄别存量债务后，把原来在融资平台上代表政府的期限较短、利率高的债务、银行贷款或理财产品置换成了成本低、期限长的债务。政府短期的、高利息的直接债务变成了长期的、低成本的政府直接债务。简单来说就是政府以前的债务到目前为止还没有偿还的，就是政府的存量债务。之后再以政府的名义进行发债，用募集到的资金来还快到期的存量债务，其实就是变相延长还款时间，这个行为即为政府存量债务置换。法律依据《国务院办公厅关于进一步做好盘活财政存量资金工作的通知》
