释义	法律分析：不能过户的房子，当事人签订房屋买卖合同时，除了当事人有约定或者法律有规定外，不影响房屋买卖合同的效力。法律依据：《中华人民共和国民法典》第二百零九条不动产物权的设立、变更、转让和消灭，经依法登记，发生效力经登记，不发生效力，但是法律另有规定的除外。依法属于国家所有的自然资源，所有权可以不登记。第二百一十五条当事人之间订立有关设立、变更、转让和消灭不动产物权的合同，除法律另有规定或者当事人另有约定外，自合同成立时生效办理物权登记的，不影响合同效力。
