问题	什么是新农村建设
释义	社会主义新农村这一概念，早在上世纪50年代就提出过。上世纪80年代初，我国提出“小康社会”概念，其中建设社会主义新农村就是小康社会的重要内容之一。十六届五中全会所提建设“社会主义新农村”，则是在新的历史背景中，在全新理念指导下的一次农村综合变革的新起点，必将极大地促进农村的发展和建设。2004年农民增收6.8%、粮食增产9%之后，2004年国家又出台了进一步促进粮食稳定增产、农民持续增收的政策，如加大农业税、农业特产税的减免力度，着力建立为农民减负的长效机制。
