党员档案和个人档案分开如何调档

法律分析：“党员档案”属于“个人档案”的一个部分,实际上应该归并到一起的,只是有的单位(比如学校等)为了管理方便,人为地把其分开了。
法律依据：《天津市中国共产党党员档案管理规范》 第二条 全市党员档案工作由市委组织部统一指导。各级机关、团体、企业事业单位的党员档案，自发展党员工作开始由本单位党委或党总支负责统一管理，集中保管，需要转递为本人人事档案的材料转递到人事档案中，党员档案中只保留复制件。
