法律分析：
（1）公民同招：招生时间段在5月中旬至8月中旬。（2）坚决落实免试要求。一旦民办校报名人数超过计划招生数，将100%采取电脑摇号录取，需公证摇号。（3）民办学校坚持属地化管理原则，在学校审批机关的辖地内招生。（4）均衡分班。
法律依据：
宁波市教育局印发《关于做好2021年义务教育阶段学校招生入学工作的通知》 如民办学校报名人数超过其招生计划数，由所在区、县（市）教育行政部门组织电脑随机派位录取。电脑随机派位应有公证机构参加，全程接受社会监督，确保派位结果公平公正。如报名人数未超过招生计划数，民办学校一次性全部录取。 审批地未招足的民办学校剩余招生计划均应纳入补招。除已被一贯制学校直升录取和民办学校等录取的学生外，其他符合就读条件的儿童少年均可在需补招的民办学校中选报一所。补招录取仍按上述方式进行。 每次录取结束后，区、县（市）教育行政部门应在三个工作日内，向社会公布民办学校录取结果和录取学生名单。已被民办学校录取的儿童少年不再安排其他学校录取。 民办学校举办者和在民办学校工作一年以上且仍在该校工作的在职教工，其子女选报该民办学校，未被电脑随机派位录取，该民办学校可追加计划录取；选报同一民办学校的双胞胎（多胞胎）子女家庭，可申请组合绑定参加电脑派位，如派位录取的，相应追加计划录取。上述追加计划录取均需经主管教育行政部门批准并报市教育局备案。
