释义	法律分析：新农合不是必须全家都入。新农合属于自愿缴纳,不能强行要求缴纳,只要缴纳,就可以享受报销待遇。新农合缴纳需要以户为单位,但是不是要求整个户口本必须全部缴,而是同一户口本上愿意缴纳的人员一起办理而已。法律依据：《中华人民共和国户口登记条例》第五条户口登记以户为单位。同主管人共同居住一处的立为一户，以主管人为户主。单身居住的自立一户，以本人为户主。居住在机关、团体、学校、企业、事业等单位内部和公共宿舍的户口共立一户或者分别立户。户主负责按照本条例的规定申报户口登记。
