释义	法律分析：持有发令枪如果有持枪证件不违法，如果没有则违法，携带枪支必须同时携带持枪证件，未携带持枪证件的，由公安机关扣留枪支，枪支被盗、被抢或者丢失的，立即报告公安机关。法律依据：《刑法》第一百八十九条银行或者其他金融机构的工作人员在票据业务中，对违反票据法规定的票据予以承兑、付款或者保证，造成重大损失的，处五年以下有期徒刑或者拘役；造成特别重大损失的，处五年以上有期徒刑。单位犯前款罪的，对单位判处罚金，并对其直接负责的主管人员和其他直接责任人员，依照前款的规定处罚。
